A qualifying provision counts whichever bill it is enacted under, including a supplemental budget or other appropriations act, and whether or not it matches the version Governor Healey proposed.\n\nEnactment means the legislation becomes Massachusetts law, whether by the Governor's signature, by becoming law without the Governor's signature, or by the Legislature overriding a veto.
