City of New York, the Article 78 proceeding brought in the Supreme Court of the State of New York, Richmond County by Rachel O'Brien, Carmine Morano and Simon Hedley against Mayor Zohran Mamdani and Finance Commissioner Richard Lee over the rollout of the non-primary residence (pied-à-terre) surcharge. Rulings in any appeal of that proceeding also count.\n\nThe ruling must:\n\nBe issued by a New York State court in O'Brien v. City of New York, or any appeal thereof\nAddress the specific matter described in the judgment\nBe issued through a written order, opinion, judgment, or decision\n\nRelief on any one of the three heads is enough, and partial relief counts.
