Subject to the exclusions below, a reward counts if the Justice Department or the White House presents or describes it as a reward for reporting fraud, whether or not the announcement names the program and whether or not the Department has published a reward determination. A statement by the President or the Vice President counts as a White House announcement. The announcement need not name the recipient, but it must identify a specific person, tip or matter, and it must be clear that the recipient is someone other than Nick Shirley, for example by identifying a different matter or more than one recipient.
